Niantic has an application built which stores all player submissions and allows you to vote on other players submissions. 

The pocess is quick and can see done

Locate

Move the pin to the correct location for this POI. Zooming in as few as possible to get the exact position.

Snap

For each location you’re required to take a photo of the POI and another photo from further away to show that it’s a safe place that could handle a group of people stopping to interact with this.

Submissions by default are added to a queue, they then go into the voting stage which can take anywhere between 3-18 days. 

Depending on the overall rating submissions can be denied, accepted and sometimes accepted but not added to the game as they may be too close to existing POIs.

Players can also vote on submissions from their local and surrounding areas. 

Every time you vote you get points that allow you to fast-track one of your submissions so it gets voted on much quicker.

A player of Niantics various games can submit Points of Interest when they reach certain levels. Players can submit 14 nominations every 13 days. We have a large number of local players with submissions available to get a quick turnaround on submitting items for review and having them feature inside the current AR and future games.

When nominating a POI the player submits a photo of the item/place, then another photo showing it has safe access for players to walk by, followed by a description with reasons as to why it should be approved.

Also to place a pin on the map at the correct location.
This location is currently in voting for example.
